House Democrats Move to Block Trump From Military Action in Cuba

Fearing that President Donald Trump may act on repeated threats to seize Cuba, two House Democrats introduced legislation Thursday to bar the use of federal funds for military intervention without congressional approval. The bill aims to reassert constitutional war powers as the administration intensifies its economic blockade against the island.

The Prevent an Unconstitutional War in Cuba Act, sponsored by Reps. Pramila Jayapal (D-Wash.) and Gregory Meeks (D-NY), targets the administration's aggressive policy trajectory. The move follows a significant tightening of economic sanctions, including cutting off Venezuelan oil shipments, which has triggered widespread blackouts and crippled healthcare and transportation across Cuba. Jayapal described the current policy as a cruel failure that causes unnecessary harm to the Cuban population.

While the White House is currently engaged in negotiations led by Secretary of State Marco Rubio, skeptics worry the administration is executing a regime-change playbook similar to operations in Venezuela and Iran. Critics, including Current Affairs editor-in-chief Nathan Robinson, suggest the strategy aims to privatize Cuban infrastructure for commercial gain. Although the legislation has garnered support from 14 other Democrats, its path through the Republican-controlled Congress remains uncertain, mirroring the struggles of previous attempts to constrain the president’s foreign policy.
