UN Report Details Systemic Abuse of Palestinian Detainees in Israel
A new report from Alice Jill Edwards, the UN special rapporteur on torture, presents substantial evidence of systemic brutality and sexual violence against Palestinian prisoners. Edwards argues that the scale of these abuses, ranging from electrocution to rape, indicates a state-sanctioned disregard for human rights rather than isolated incidents.

The report documents a harrowing catalog of mistreatment, including nine allegations of rape or attempted rape and eleven cases involving the torture of male detainees' genitals. Investigators also cataloged scores of instances involving beatings, forced kneeling, and the use of electric batons. These findings cover detainees from Gaza, the West Bank, and Arab citizens of Israel held under emergency measures enacted following the October 7, 2023, Hamas attacks.
Between October 2023 and August 2025, 94 Palestinians died in custody. While the report notes that transparency regarding these deaths remains limited, postmortem reviews of ten cases revealed physical abuse in half of them, with evidence of rib fractures, internal organ lacerations, and intracranial hemorrhages. Edwards maintains that this pattern of cruelty suggests official tolerance and support at ministerial levels. These accounts align with recent investigations by the New York Times, which described widespread sexual violence perpetrated by soldiers, prison guards, and Shin Bet interrogators.
